I believe that is an Amaranthus which is also known as a "summer poinsettia."

I have no idea what they are; look something like crumpled crepe paper! But, what brilliant colors!

Wow! Beautiful bright colors for a late Summer Skywatch!
Someone already said it but I agree, those are Amaranthus. They do not have true "flowers" but their upper most Bracts turn bright red.
